تعریف معمول دمکراسی: حکومت اکثریت بر اقلیت با رعایت حقوق اقلیت. واقعیت دمکراسی: حکومت اقلیت بر اکثریت با رعایت حقوق اقلیت. دمکراسی ایده آل: امکان دفاع نهادینه از حقوق خود برای اکثریت و اقلیت — قدرت اجتماعی و ضد قدرت.
