از طریق ساختن جمع های شهروندی در داخل و خارج از کشور. در رابطه با موضوعات مختلف و برای فعالیت های گوناگون باید به ایجاد انجمن ها و گروه های شهروندی اقدام کرد و به فعالیت منظم پرداخت. آموزش و تمرین مدیریت جمعی امور ما را برای ساختن و پیش بردن مردمسالاری آماده می کند.
