تحقق این روند از یکسو به شرایط عینی بستگی دارد و از طرف دیگر به اراده ی کنشگران جامعه برای سازماندهی. شرایط عینی دارد برای فروپاشی اقتصادی رژیم فراهم می شود. اما نیاز به عنصر سازمانده می باشد.

تنها نیروهایی قادر به اتحاد با هم هستند که توان عملی و قدرت اجرایی دارند. آنها می توانند پیرامون یکی دو نکته اصولی با هم توافق کرده و کار کنند.
